Turkey acceded to the 1968 Vienna Convention on Road Traffic in 2013, and from that point Turkish driving licences that match the Convention model have been exchangeable in Poland without theory or practical examinations. This is the cleanest case among post-Soviet and Mediterranean exchanges - Emniyet Genel Müdürlüğü (Turkey's General Directorate of Security) maintains a working digital verification channel via the e-Devlet system. Average response time: 45-90 days. Below - what the procedure looks like in Mazowieckie in 2026, the nuances for older "eski tip" licences, and where 1-2 months can be saved.
The Six Essentials

Who Must Exchange and When
Under Polish law (Ustawa o kierujących pojazdami, art. 5 ust. 4), a licence issued outside the EU entitles you to drive in Poland for 6 months from the start of permanent or temporary residence; after that you may not drive on it. This applies to Turkish citizens and to non-Turkish citizens holding Turkish licences (for example, Azerbaijanis who lived in Istanbul and obtained their licence there).
The 185 days are a separate rule, a condition for being issued a Polish licence: you sign an oświadczenie that you live in Poland for at least 185 days in each calendar year and attach a copy of your karta pobytu or visa. Driving after the six months - a fine of at least 1,500 PLN and a driving ban, decided by a court; after an accident the insurer pays the injured party under OC but may recover that amount from the driver.
Turkish nationals who arrived in Poland on a karta pobytu (for business, employment, or family) often miss this deadline: a Turkish licence remains valid for up to 10 years, and intuitively it feels like exchange is unnecessary. Legally, after six months you may no longer drive on it in Poland.
Which Turkish Licences Are Exchanged Without Examinations
Turkey has issued three "generations" of driving documents:
- "Eski tip" (old format, pre-2016) - folding hard-cover booklet, turquoise or pink. Exchangeable in Poland, but the office may find this format does not match the Convention model and require the WORD theory exam, and may ask for an apostille from Türk Dışişleri Bakanlığı or authentication via the consulate. Plus sworn translation.
- "Yeni tip" (new format, since 2016) - plastic ID-1 card with categories A, A1, A2, B, B1, BE, C, C1, C1E, CE, D, D1, D1E, DE, F. Exchanged without an exam or apostille, only translation required.
- "Geçici sürücü belgesi" (temporary licence for non-residents or after an accident) - not exchangeable in Poland; a full permanent licence is needed.
The most common error among Turkish clients is attempting to exchange a temporary licence (geçici), often issued after an accident in Turkey. The Polish office returns the application as formalnie niekompletny, and the client must first obtain a permanent licence in Turkey.

Turkey compares favourably with its post-Soviet neighbours: thanks to the digitisation of its MIA, replies to the office's query come faster. The query itself goes to the authority that issued the licence or to Turkey's diplomatic mission; Poland's CEPiK register is not involved.

For "eski tip" licences (pre-2016) the office may request:
- Apostille from Türk Dışişleri Bakanlığı (Ankara) - approximately 60 PLN equivalent, processed in 1-2 weeks in Turkey or via contacts
- Alternative - notarised copy + consular legalisation through Turkey's consulate in Warsaw (al. Jerozolimskie 123A) - 80 PLN + 2-3 weeks
For categories C, D, C+E, D+E:
- Badania lekarskie and badania psychologiczne are not required when exchanging a valid licence: categories are carried over without them
- They are needed later - for the Code 95 entry and when renewing the Polish licence (badanie lekarskie up to 200 PLN, psychologiczne 150 PLN)
- Code 95 for professional driving is a separate procedure after the exchange (separate course)
Translation from Turkish: Finding a Sworn Translator
Warsaw has 8-10 sworn translators of Turkish (substantially more than for Azerbaijani). Lists at TEPIS.org.pl. Prices for translating a driving licence range from 80 to 130 PLN; turnaround 1-4 working days.
Tip: when ordering, specify the format - "Translation of a driving licence for the Wydział Komunikacji of an Urząd Dzielnicy in Warsaw". A good translator uses precisely the form the office accepts, without revisions.
If no slot is available in Warsaw, order remotely from Gdańsk, Kraków, or Bielsko. The translation has full force in any office, sent by courier (extra 200 PLN, 1-2 days).

The exchange of a Turkish licence in Warsaw takes place at the delegatura Biura Administracji i Spraw Obywatelskich of the dzielnica where you live:

Step-by-Step in Practice
Step 1. Preparing the licence. "Yeni tip" - proceed to Step 2. "Eski tip" - ask the office whether it will request an apostille or consular legalisation. Do this well in advance, not the day before the office visit.
Step 2. Translation. Visit a sworn translator of Turkish. Provide a copy of the licence (or original for one day) and a copy of the passport. Translation is ready in 1-4 days.
Step 3. Booking. Via rezerwacje.um.warszawa.pl. Visit duration: 30 minutes.
Step 4. The visit. Bring all documents. The clerk accepts the application, compares the copy with the original licence and hands the original back. A PKK is created only if the WORD theory exam has been required. The confirmation query goes to the authority that issued the licence or to Turkey's diplomatic mission - reply usually arrives in 6-10 weeks.
Step 5. Waiting. Status can be tracked at info-car.pl by PESEL and surname. SMS notification of readiness arrives if the number was provided at submission.
Step 6. Collection. The plastic is collected at no extra charge and you hand in the Turkish licence: the office sends it back to Turkey. Polish licence validity: up to 15 years for cat. A, B and 5 years for C, D; a shorter expiry date on the Turkish licence is carried over.

Driving During the Waiting Period
Legally - yes, until the six months run out. At filing, the original Turkish licence is only compared with the copy and returned; you hand it in when you collect the Polish one. You may drive on it while the exchange is in progress, but no longer than 6 months from the start of permanent or temporary residence: filing the application does not extend that period. After that, driving is an offence - a fine of at least 1,500 PLN plus a driving ban.
Alternatives for 1.5-3 months if the six months have already passed:
- Polish car-sharing (Traficar, Vozilla) - only while the Turkish licence is still valid in Poland; PESEL and a Polish bank card alone are not enough
- ZTM Warszawa - 110 PLN/month unlimited public transport
- Arrangement with the employer - several Turkish companies in Warsaw (Turkish Airlines, Borusan, Yıldız Holding) provide company cars with drivers during the registration period
Special Cases
Dual citizenship (TR + PL). If you already hold Polish citizenship, the procedure is the same but without the need for a karta pobytu as proof of legal stay. A Polish passport is sufficient.
Turkish citizen with an Israeli ID. An uncommon but recurring case - Turkish-Israeli citizens relocating to Poland. The procedure is the same, but an apostille from the Israeli MFA may be needed on a licence copy if it was originally issued in Tel Aviv under local rules and later legalised in Turkey.
Expired Turkish licence. Since 17 December 2025 it can be exchanged too (Ustawa o kierujących pojazdami, art. 14 ust. 1a): you do not have to renew it in Turkey first (via the consulate at al. Jerozolimskie 123A - takes 2-4 months). There are two conditions: the authority that issued the licence must confirm its data, and you attach the documents needed to extend its validity - an orzeczenie lekarskie (medical certificate) and, for categories C and D, an orzeczenie psychologiczne as well. The rule is new, so before applying ask your office which documents it will want. You still may not drive on an expired licence.
When a Lawyer Is Worth Engaging
Self-service is realistic if you have a "yeni tip" licence, no meldunek issues, and 4-5 hours for booking + translator + the office visit.
A lawyer makes sense if:
- The licence is "eski tip" - the office may request apostille / consular legalisation or require the WORD theory exam (risk of 1-2 months of delay from errors)
- Name on the licence does not match the Turkish passport (maiden name, changed first name)
- A previous office refusal occurred (Emniyet Genel Müdürlüğü did not confirm issuance - happens in dual-citizenship cases)
- A karta pobytu application is being processed in parallel - both workflows can be combined
