Register your Polish address, with or without your landlord
You can't open a corporate bank account, enrol a child in district school, register a car, or file a TRC through MOS v2.0 without an address logged in the PESEL register. That's what zameldowanie does. Most foreigners trip on it because the landlord won't sign the form, or signs it for the wrong period. We handle the wniosek, get the owner's signature on the form (they don't have to come to the urząd), and walk you through the filing. Usually one working day.
A non-EU citizen staying longer than 30 days must register by the 4th day after moving in. EU, EFTA and Swiss citizens get 30 days. Here is where the rule bites in practice.
MOS does not ask for a meldunek certificate and does not reject an application without one. The real benefit is the PESEL number assigned at registration: with it you can set up a profil zaufany and sign the application. Without PESEL only a qualified e-signature works.
District schools admit children by where they actually live: parents sign a statement of residence (oświadczenie o miejscu zamieszkania). Zameldowanie is not required for this.
KYC officers want either zaświadczenie o zameldowaniu or a notarised tenancy. Santander and mBank refuse to onboard without one.
Registration serves record-keeping only (Art. 28(4) of the Population Records Act). It gives a tenant no right to the flat and does not stop the landlord ending the tenancy.

Yes, though not on the spot. The landlord does not consent to anything, they only confirm that you live there, and a signature on the form is enough. If they refuse, you file the form with the gmina office together with an explanation and whatever proof you have, such as the tenancy agreement. The office runs administrative proceedings and, if it finds that you do live there, issues a registration decision. No court is involved.
